About this project

The description is as the source gives it.

West Japan Railway Company has signed multiple off-site corporate PPAs for solar and hydro power, including 18 MW solar with ENEOS Renewable Energy via KEPCO and additional solar/hydro agreements, to increase renewable electricity share for Shinkansen and other lines, targeting 10% renewables for Shinkansen by FY2028. Evidence: "We are in the process of using more electricity from renewable energy to operate trains. For example, this renewable energy will be provided through an off-site corporate PPA (power purchase agreement) to the Shinkansen... The percentage of renewable energy will be increased in stages, with a fiscal 2028 target of renewable energy accounting for 10% of the Shinkansen’s operational power." — https://www.westjr.co.jp/global/en/about-us/csr/environment/initiatives/
