About this project

The description is as the source gives it.

1PointFive, a subsidiary of Occidental Petroleum, is constructing the world's largest commercial-scale Direct Air Capture (DAC) plant in Ector County, Texas (Permian Basin). The facility will capture up to 500,000 metric tons of atmospheric CO2 annually for use in Occidental's net-zero strategy for its own operations (Scopes 1 and 2). Construction is underway with Class VI permits secured; commercial operations targeted for 2025. Evidence: "STRATOS is designed to capture up to 500,000 tonnes of CO2 per year and is on-track to start commercial operations in 2025." — https://www.oxy.com/news/news-releases/occidental-and-1pointfive-secure-class-vi-permits-for-stratos-direct-air-capture-facility/
