About this project
The description is as the source gives it.
Sinopec constructed and operates China's first large-scale photovoltaic-to-green-hydrogen project in Kuqa, Xinjiang, producing 20,000 tons of green hydrogen annually using solar power for electrolysis. The hydrogen supports refining operations and is expected to reduce approximately 485,000 tonnes of CO2 emissions per year. Evidence: "The Project is China's first large-scale utilization of photovoltaic power generation to produce green hydrogen directly. ... The Project, as the first scaled application of green hydrogen refining, is expected to reduce carbon dioxide emissions by approximately 485,000 tons a year." — http://www.sinopec.com/listco/en/000/000/064/64592.shtml
